I guess you’ve got a point about communication. If both drivers call dispatchers to tell them they’re driving slower, and dispatchers call drivers to tell them about faster trains behind them, then these kinds of issues can be resolved without putting the burden on only one of the parties. 3

If I'm being the dispatcher I won't assume you're trying to stick to the timetable. Instead, I will assume that you have some kind of difficulties. I will then contact you to ask the situation and maybe ask you to speed up. If you're early and you have a stop at my station I personally think that it's better to just arrive early so that I can put you in a track and clears the main line.
