Should I buy any DLCs right away and should I buy the game during the sale?

I am not sure if I should buy the game before or after the sale and if I should buy any DLCs after purchase. If someone can let me know, that would be great!

Just after release of a DLC, their is usually a small discount of 10 %. This discount is at the moment of writing still active for Lodz Junction and impuls 2 DLC.
