Modifier + Key conflicts

Problem: Unable to bind modifier + key without conflicting with existing key bind e.g. Ctrl+Num2 collides with Num2

To illustrate this with a specific case, I tried to bind cruise control speeds to modifier + numpad keys:

But they end up conflicting with single numpad key bindings for driving controls I'd like to keep:

The fast move interaction conflicts with my Ctrl + Shift + Num binds:

Perhaps related to this, and a little strange, is that it's not possible to bind modifier + key combos to some of the driving controls, see power controller up/down and shunt up/down below. Only the modifier key gets registered and bound:

Certain keys are not handling modifiers, because it would make it impossible to use them otherwise. You can't have fast interaction handle modifiers, because that makes it impossible for it to be bound to Shift, CTRL or Alt.

This could be potentially reworked in the future, where trying to bind a single key like shift, ctrl or alt makes it bound as without modifier and then occupies that key.

I have the tempomat keys bound exactly like OP, with Ctrl + numpad/Ctrl + Shift + numpad, and in my case the bindings marked as ‘conflicted’ still work fine – only Num 8 and Num 2 for drive handle up/down will perform their unmodified functions in addition to setting the tempomat when pressed together with Ctrl.
