Passenger times with station stops (departing early)

I noticed some AI trains leaving before the scheduled departure time of some stations last night.  Is this a normal procedure in Poland, or something that needs attention?  My understanding is cargo trains can leave earlier provided they don't have a scheduled meet.  Are cargo trains usually scheduled and must hold as well when scheduled to do so?

A train or a bus driver should be told as part of his training :

 

You have every excuse to be late, you have no excuse to be early.

 

Being late... well that's life, delays happen all the time, passengers moan and complain of course, but they wont be complaining that they missed their train / bus due to it having left before the timetabled time.
