Since I haven't received any answers on discord for these but I'm still curious, I'm paraphrasing my comments here in an attempt to garner some tips with an intentionally broken vehicle. 

 

ED250: Experimenting in SP, I deactivated the cabin at speed to see how it'd react, and whatever I tried, I could not get the pantographs up again. (Also, the emergency brake button didn't work, that's a separate issue, though.)
EN76: This was in MP, with a pair of EN76s. I tried the emergency switch on the left side, which lowers the pantographs (why only the pantographs? Why not engage emergency braking as well?). I then lifted the switch, and much like with the Pendo last time, I could not raise the pantographs again. Cabin deactivation, disabling battery, other cabs - nothing worked. I activated the bot and voila, the pantos were magically up, 3.3 kilovolts immediately appear and I get going. I disable the bot and it dies again, leaving me rolling until I have momentum.

As you can see, they are very similar issues. Now I haven't recorded any footage, so you're either going to have to imagine these or try it out for yourself (which I'd very much appreciate). 
No amount and variation of pantographs up/down, main switch, cabin (de)activation, battery on/off, neutral direction, vigilance button, so on and so forth got me closer to the pantographs actually lifting. If you have anything to share on what I might not have tried, what you have experienced, whether you think the game is just broken - I'd love to have a discussion with you!
