Bot trains at red semi-automatic signals send a radio text message

This feature request is for AI bot trains to send a message via the radio text box when they are stopped at a semiautomatic (red and white pole) signal and it has passed the time they were due to pass it, when that signal is currently being controlled by a human player, or thirty seconds after a new human player joins a signalbox.

Quote

This is [######] at [Signalbox Name Signal Name Signal location]. The signal is red and I am requesting [access to a platform and / access to a siding and / blank] exit to [Next Signalbox Name].

The bot should repeat the message every five minutes.
