Brutal FPS drops with a Geeforce RTX 4090 24 GB

What can also be revised is the engine .....  I have a RTX 4090 24GB and i9-13900KS CPU with 64 GB RAM and it just stutters on low...... next time I set it to Ultra and feel 200 FPS everything goes well for hours in primetime from 4pm.... and from one second to the next the VRAM is brutally full .... something has to be fixed that can't be, in GTA 5 RP I don't have such heavy FPS drops... 🙂 .

Agreed, in 4K 3080ti, 5800x, 64GB CL16 and I have the same problem. Around Warsaw is about 25fps and still drops to 0fps (probably when rendering more objects). Since the last patch 4K is better, but still the game is not smooth.

i notice on my system monitor that when i get those ~1 second pauses, my SSD is doing a massive ~750MB/s read or write.
 

I also get most of the route running at 40 to 60 fps, but it will drop to as low as 8fps in little sections.

I'm experiencing the same kind of issue using a RTX 3060 (12 GB VRAM), 16 GB 3200Mhz RAM and Ryzen 7 5700X. The game is on a M.2 SSD, but I have massive stutters sometimes, as well as drops in fps from around 70 to 10 or less. Haven't had that before. I've installed a new GPU-driver since then, but I doubt that this is the issue as I don't have any issues in other games. I think just before Psary (coming from Warszawa) it has been the worst, as I couldn't tell that the signal was blinking for a speed restriction because of these low fps and then running into a 100-restriction with 200km/h. 

Would be very happy if the devs could look this up.

40-60fps range most of the time, but sim stutter for each train that is loaded in multiplayer. (texture/model in to memory perhaps? )

I sometimes have periods with 15-25 fps, typically on long runs and during dusk seems to be more often. Usually climbs up to the normal flow after some time.

Makes sense, as your system has more to do with calculating all the shadows created by vegetation and everything else.

On the top of that I would like to add that there were no FPS drops before the moment when outside cam (2) in Warsaw tunnels was banned. The whole thing around Warsaw started exactly when the outside cam was banned (I assume the recent update).

Thank you for your post, revisited my settings, and it was the extended vegetation shadows that killed the frames. went from 20-25 to 55-70 in the summer evening!
