Hello

The name that is currently set for elf's 'local brake' also provide effect in the train brake pipe, like a service brake does

It's caused by difference in translation. In Polish service brake is called main and local one auxiliary, and this one isn't supposed to be used in normal operation, so auxiliary brake was more fitting label. Official terminology differs between instructions (only aviable in Polish ofc) and that handle is called "main pipe control handle" or "pneumatic brake handle".
