Cruise/power logic TRAXX & Dragon

The power / cruise logic does not operate as expected in TRAXX and Dragon2 locomotives.
I'm not the best to keep explanation simple so bear with me...
Please disregard if I am wrong 🙂

In the Pendo:

The cruise control, will have the power available set by the power handle.
Example: 
CC set to 120, power handle set to 100%;  CC will use 100% as needed to reach speed. It will cap the power if the power handle is set below the CC "requested" power. And acceleration will reduce or fail to maintain speed if less then required power is set on power handle.

Observed in the TRAXX and Dragon2 locomotives:

If you set CC, it will only set the power handle percentage of requested CC power.

If the required power to maintain speed is 30%, CC will only get 30% if power handle is set to 100%.

If you reduce powerhandle, the CC will be power limited everything below 100%. (it will get power handle % of the requested CC power)
I think it should only be limited when powerhandle is reduced below 30% in this case.
