I've seen AI Dragon freight services passing me multiple times in MP, but they're not on the list. Are they not yet implemented as playable?

They are driving only on a short cargo train between Jaktorów and Piastów. It could be a service for 20-30 minutes.

Yes there are drivable services with Dragon, for example 245051, the picture is a question mark.

Found a couple just now on SimRail.fr, and this one was drivable:
