Ko -> Sk missmatch between ETCS and crossing signs

Ignoring the ones that give points when sounding horn addressed in different issue. (KO - Wagry)

There might be some missmatch between ETCS and signs on purspose due to rules changes 1-2 years ago. Signs were updated but ETCS haven't been due to costs.
