Black dots

Hi I'm getting a lot of grainy, black dots which are static.. I've changed and tried all different combinations of settings and waited for updates and reinstalled the game but still couldn't solve it.. it's just too grainy..kindly help me 

I5 6500, GTX 1060 6GB, 12 GB RAM.

Isn't that just.. dirt and bugs on the windscreen.

Those are indeed bugs on your window. Just use the windscreen washer.

You can see that the light effect creates a kind of mesh on the light texture.

Oh thats you mean, I have those too, some sort of mipmap issue. Maybe a certain videocard setting can eliminate these?

No not the single big black dots.. the smaller tiny dots

I've tried all but still couldn't solve.. it really reduces the quality of scene..very irritating

So what next?? How to solve.. the issue is been there since very long time
