Skierniewice flank protection is blocking routes/signals without reason

At the Skierniewice signal box I discovered that setting routes/signals will sometimes be blocked, without an apparent reason. I assume its some kind of flank protection acting up in a weird way.In the picture, we can see that a route from signal R2 has been set up. However, this route causes it to be impossible to clear signal R3 towards Belchow/signal U 401. This is odd, the game is able to set up the train route (green line) correctly, their is no conflict since both routes are completely separate, but the signal will remain closed.

A similar issue is with arises if you want to arrive and depart a train to and from Belchow and your platform tracks. If you set up an route from for example signal S402, you cant clear signal R3 anymore, even when you deliberately specify a route that will not cross the other route.

 

I have noticed that this blockade includes the Sz signal, but I don't know if that is normal or not.
