Ballast LOD/Popping after changing settings

After changing settings during a drive near Zawiercie where I changed from TAA-->MSAA-->TAA again the ballast started appearing and dissappearing like an LOD issue it's worth noting that I have modified the settings.conf file and I've manually set the max. cars to 100 and Traction, Tracks and People cull distances to 2000m (please make it possible from the in-game menu to pot 2000m) 

This happened on INT1 on the 20th of February on service 464030
