So I don't know if its denpends on it, but for me it worked after: 1. Successful finishing all 3 SP Tutorials 2. Successfully driving, at least, one MP Driving mission. After that the first dispatcher mission (tutorial/introduction) was finished without any errors or connection losses. And I was able to play as a dispatcher at certain different servers.
