Wipers and windshield washers not working

Hi,

On all engines, the wipers do not clear the windshield from rain drops. At all. They do move, but every single rain drop remains. It's not easy to see on a screenshot, but I'll put one here anyways.

Also, the washers do not work: on any engine, as much as I hold the button, with or without the wipers on, I can see no water on the windshield - and I cannot clear the bugs.

I do, however, see a normal amount of rain drops on the windows while it's raining - both on trains and on signalboxes.

I always had this problem, it's not something new.
