Those of us who did playtests will know we had a variety of w6 crossing signs. 

 

W6a before secured crossings warned of crossings where you didn't have to sound the train horn if secured by the interlocking. 

 

W6b in open crossings which meant you have the sound the train horn for those. There were only a few of them in existence. 

 

Since the EA release EVERY crossing now has a W6b sign. 

 

Is this a bug?

It is a bug, but in the law, not in the game 😛 Previously (until 2019) you had to sound horn by every W6 (W6, W6a and W6b) sign, and the people living near the tracks were going nuts. There was a proposition to change the law and lay out W6b signs before every dangerous crossing, and removing the W6a signs before those with boom gates and signals, but there were some voices that it would decrease already poor safety at Polish crossings. The outcome is that every crossing that isn't secured with the interlocking (like the one in Dąbrowa Górnicza that you have to close in order to set a signal) has the W6b sign. The law changed in 2019 and the map is set in 2018, but there's no point in teaching you all obsolete rules, so it was updated (by hand!) since the Playtests.

Because of security in some places, local restrictions apply before moving?

If you passed the W6b and stopped at the platform, you need to sound your horn again. Also if you stopped in an undesignated place (S1 signal in the middle of nowhere, SHP/CA intervention or so) you need to sound the horn as well. If you want to learn more, look up "Rp 1" signal in Polish signalling instruction Ie-1, I believe Google Translate can handle that.
