You have passed W8 sign, that installed before this (W9) sign at the braking distance (~1 km). This restriction is applied only for this small section (the next sign means the end of restriction). When your tail go through you can speed up to allowed line speed. Could be to save foundations of nearby structures, buildings or bridges or other impacts that speeding trains may have. And I heard at some point that the low speed limits around the coal plant are due to coal mining and the impact vibrations from long heavy trains may have beneath the surface. 1

They are real restrictions, fully signed. As for the coal mining comment - as I said, it was something I'd heard, I think on Fluffy's YT channel. And Fluffy knows his stuff.
