Sometimes unable to chat in free-text

Sometimes there's no longer possible to chat with neighboring dispatcher anymore by sending free-text - unless I click on the telephone button for that station and the chatbubble-button. After that I can send free-text messages again.

Without being sure I believe this occurs when neighboring dispatcher changes.
