Problem Joining the (French Server) in Dispatcher

Hello, I still have a problem I can not join the server as a dispatcher 

Error message Canot establish connection to the server 

I don't know what to do

Couple days have passed. Is it persistant? Servers restart every couple hours. Maybe it was down or updating back then.
