Low speed limit

Hello, when i was dispatcher on Psary, one of the trains stayed too long in SBL section (Góra Wlodowska - Psary). When i tooked over the train, i founded out that the maximum speed on the track is 20 km/h. After, i changed station to Góra Wlodowska and there was "traffic jam" to Psary. Here are the screenshots.

Then it probably passed stop signal and entered occupied SBL block. It's speed should be limited to 20km/h in such case.
