Vote for restart server by players on the server

hi,

 

i've discuss with player via my twitch channel and we result an idea for the problem with IA and players who stuck the trains on the line and bloked all players on the server.

The idea is just add an option for vote restart server?

if the result of this vote are good, the make an restart instance automaticly without wait the 3hr.
