Coal Mine Operations scenario, signal stuck at S1

In the single player scenario on Katowice - Sędziszów "[Cargo] Coal Mine Operations", after departing from Staszic KWK, the entry signal Y25-2 to Katowice Muchowlec KMB is stuck at S1 (closed). The radio is set up correctly, calling the dispatcher attempted. There doesn't seem to be any traffic that could affect this. The screenshot and the log attached. Seems to be reproducible, first time happened when I was a bit behind the timetable, the second time - ahead of it.
