Penalised for wrong radio channel before passing W28 sign (Zawierce)

Approaching Zawierce from Gora W, I was preparing to switch from R1 to R2. However, I got penalised for not being on R2 before passing the W28 sign indicating the new channel. Either the sign or the penalty trigger would seem to be in the wrong location.
