Make pantograph sparks more common

There is an effect for sparking from the pantograph that happens in rainy or snowy weather. I wish this effect was more common and could occur in normal weather. I don't know about poland but where I live its quite common in certain spots but with a much larger arc than what would occur during ice on the wire, often at places where the pantograph needs to jump up to the higher wire, like after a tunnel.
