Lodz IC Scenario E186 no power

In the IC scenario for Lodz if you choose E186 there is no power but pantograph is raised when you take over the train.
There is also no way to resolve this, de/activate cabin, lower/raise pantograph, nothing works.

Adding to this that it seems to happen once a new scenario get's started/restart of scenario. The first time loading a scenario after a game start it all seems to work.
