You have to hack the game. I'm not sure the developers would like me discussing that here. What I think the devs should do is push a temporary hotfix that disables VegeLoader if your OS version is <10. That way the game will at least be playable until a proper fix is implemented. I'd also like to note that my older issue about wipers not working on Windows 7 was marked as fixed a few days ago, so mabye this has also already been fixed in the development version.

Update: I figured out that the problem is being caused by the VegeLoader plugin. After tinkering with the simulator for a while I was able to gain access to the Advanced Rendering debug menu. In this menu there is an option to disable VegeLoader, and doing this fixes the problem (at the expense of vegetation). Looking at your logs, I can see the same errors about vegetation that I'm experiencing. To me this seems like the same issue (only less extreme).

I just tried the new patch, and unfortunately the problem is not fixed. Searching on Google for this message I found a solution was to set "gfx-enable-gfx-jobs=0" in the boot.config file. This got rid of those messages but did not fix the problem I was having. This seems to be a shader issue and only seems to affect Windows 7 and possibly Windows 8/8.1. It is similar to the issue No sky visible since 21.11.2023 update, that was a shader issue that only affected Windows 7/8/8.1. When the simultor first starts up it prints D3D shader create error for pixel shader [0x80070057] twice in the log file, after that ShaderProgram is unsupported, but because jobified rendering is enabled the ShaderProgram can not be removed. is printed on every frame. I have the same problem. This does indeed seem to be a Win7/8 specific issue due to lack of driver support.
