HI tried shutdown and restart, still the same no illumination on the panel either signals, point positions or or path selected

Hi can someone please advise, i try despatching at benzin only problem is panel is "turned off" i end up with trains stuck at entry signals, looked in the manual but cannot see how to switch the panel on any guidance would be great
